Contributions will be made by KCARC to Teachers Insurance and Annuity Association/College Retirement Equities Fund on behalf of eligible participants in the retirement plan.  The Board of Directors determines the contribution rate and is subject to change.

Staff are eligible to participate on the earlier of January 1 or July 1 following:

  • Completion of a 24-month period of service at KCARC without a break in service.  (A year of service is credited for each 12-month period starting with the date of employment (or anniversary date of employment) during which 1000 or more hours of service is completed.)  AND
  • Attainment of age 21.



The tax-deferred annuity plan allows staff to contribute pre-tax dollars to a retirement plan.  Participation is voluntary.

All staff employed are eligible to participate in the Tax-Deferred Annuity Plan, beginning the first day of the month following employment date.  To participate, staff must complete the necessary enrollment forms and a Salary Reduction Agreement.  A request for a Tax-Deferred Annuity calculation must be made to TIAA/CREF and the calculation attached to the Salary Reduction Agreement prior to activation of the agreement.
